I require two kilts because black does not go well with brown in many cases; although, I think my wool kilt has a brown with enough red in it that I could put it with black. It does have brown straps, though...
I will plan on staying with the two kilt system; though I have had to rethink my plans several times on which kind and tartan of kilt the second will be.
I don't wear a kilt often enough to be in a big hurry to buy my second wool kilt, however.
* The black vs brown happens to be an issue with all of my clothing, so I guess it is a natural extention of that problem. *

I like your idea of stopping at 12-13 and only adding new ones after getting rid of older ones. I've got 10 now and will only go for 1 new tank per year from now on.

Now I was firmly in the 'stick with black and all that will go with it' camp, until the other day when I saw some brown mock suede and for nine pounds sterling came home with a kilt's worth.
It goes with green, after all - I just need to get some tan footwear, and a brown belt, and some more green hose as the last pair I just found eaten into holes, drat those varigated carpet beetles.
Should be fine.
No problem.
I could even go back and buy some of the other brown, to go with darker green things, just for more balance in the colours in the wardrobe.

I've had to cut way back on my purchases. I ordered several different kilts, then realized my credit card bill was getting too many digits in the balance.
My goal now is to save up the funds to make a purchase of 30 yards of my personal Dove tartan, then get different items made from that.

Yes, tan, green, with brown would go quite well, and be a lovely combination. At least those are in the colors I can safely wear.
I was considering picking up one of those green shadow tartan kilts from Stillwater. It's only tied to the Irish and no clan; I have plenty of Irish in me. I will try to squeeze enough blood out of the turnip to do that early next year.
