Didn't have a chance to post pics yet, but went with a grey silk button down shirt, my USAK Warrior casual, and charcoal hose. I was the only person in a kilt and I received many compliments (and more than my share of attempted kilt checks from several attractive young ladies.) Many thanks for all the advice! Now i have to start working on next year's outfit!

In Florida smart casual is a polo and casual slacks with a leather shoe.
Kilted, I'd translate it to a polo, daywear sporran, solid hose (flashes optional), and a leather shoe.

Having lived in the Philadelphia area for over 30 years (before retiring and moving south!), I would recommend the sweater as suggested by Jock Scot, or a waistcoat; both should be worn with shirt and tie. If I wore a jacket (with or without a sweater or waistcoat), I would not wear a tie, as a jacket AND a tie is not really SMART casual in Philadelphia. A jacket (without matching slacks) and tie is business casual.
Whatever you wear, adopt an attitude of sublime indifference; it is Philadelphia, and any sign of uncertainty is a sign of weakness, but a strong front is golden!

Lyle1 has the point...what's considered smart casual does depend on location, location, location.
First time that regional differences in dress came home to me was back when I worked as an AV specialist for an insurance company...when you had the guys from the East, the Midwest, the South and the West all in for a meeting you could really pick out who was from where.
