The issue of kilts in lodge predates the "Shand email" dated from a few days ago. Our lodge secretary read to us a GL communique 4 weeks ago ata a GP mtg that kilts were being frowned upon. Why else would a DDGM magically think to ask for clarification.
I also read the email myself. The GS, who does speak for the GM was quite clear on this issue. He stated clearly in writing that kilts were not to be worn in lodge meetings.
If the GS is issuing a personal opinion, then he should said as much and NOT used his GL title to sign the email. However, he stated this position as fact, not opinion and used his office title and the authority that comes with it make the email official.

If that email is still around when I attend next lodge meeting , I'm taking a copy. I think there is some bullshittery happening around this kilt issue.

Greeetings: The issue of propper dress for Lodge will be a hot button topic no matter what jurisdiction.
When I was in the East as Master in 2000, my stance was to just get members to lodge. Any restrictions on "Proper" dress has the possibilities to drive more away to bring them in.
I would rather have quantiy, members attending for the fellowship of the craft, for in the numbers you the quality.

There are many rural lodges all over North America where farmers, lumberjacks and miners head to lodge straight from work. Dirt, boots and all.
