I'd be inclined to iron a bit of interfacing onto the back of the apron and sew the top bars of the broach in place - it looks as though it tilts forward and hides its beauty, but perhaps if worn just a little higher and the upper half held closer to the material, plus the interfacing to strengthen the fabric it would be far more visible, plus it would be a lot more secure.
