I wear a kilt regularly in England but would never consider wearing it to work. I would not be impressed if one of my employees wore a kilt to work.
It would be a distraction in the workplace. As for going commando that would be totally wrong under any circumstances in the work place. There is a time and place and this aint it!

I'm wondering why this is even a question any more. Maybe we should put a banner across the top of the forum saying "When in doubt, wear underwear" or something. Sorry, but this is just getting really old. I've never heard this "question" come up so much anywhere...even when guys wore pants "regimental".
If you want to wear your kilt without 'em, fine, if you have any hesitation about problems, or it might distract you, wear something under it and forget about it. It's about the KILT...not the panties.

As a woman who owns many many pleated skirts (though not kilts), and wears skirts to work almost daily, I would not recommend anyone not wear briefs. The fullness added by the pleats is much more forgiving than a straight skirt.
My skirts range from just below the knee to just above - and even when I'm careful things happen. Walking up stairs, bending down to pick up a pen, leaning over in your chair all can put you in a position where more shows than you intended. If it's just your leg, or the edge of boxer briefs no big deal.
Regular boxers are going to give a view from the right... er... wrong angle. And though I personally would just laugh it off, the way work places are now a days, you would likely get a formal reprimand at best, or just flat out terminated for public exposure. Yes, even though they were looking.
I wear stockings to work - the real kind, with garters - so I'm very aware of where my skirt is sitting at all times and what shows when going up stairs, etc. The bottom edge of a stocking top seems to be an eye magnet (even though there is still another few inches to stocking before any leg.)
Just some thoughts...

Brilliant, just brilliant! Much better than my normal response about my loadout as being above average when compared to the average field mouse.
I've found that most relationships work best when no one wears pants.

I've never worn anything but a shirt under my kilt, even at work; and I'm considering asking my boss if I can come kilted in April on Tartan Day. HOWEVER, my current (Jewish Temple) workplace includes both a preschool operation and a maze of stairways in the building. I wouldn't consider going commando under those circumstances.

Each person must make their own decisions.
I teach a group of preschool children every Sunday, including physical activity and various Yoga poses. I do not wish to add anatomy to the schedule. Dark coloured briefs work well for me as there is not really much chance of the pleats flying up that high.
I wear the kilt daily to my regular employment and change into a work uniform on site. Comfort wins.
When at clubs where the spirits flow, I have knit trunks in a dark colour with various sayings in a lighter colour applied. Front side "Hunk" backside "A@@". Etc.
Wear the kilt with pride. I personally recommend coverage while learning to wear the kilt. The choice is yours, and the answer is no ones (deleted) business.

I wore my kilt to work on Tartan Day every years. The picture below was taken in 2007 and I have none after that. I retired a few months later. 

I"m sure what all this business of what to wear and how to wear it, what to do and what not to do is all about. Just use your common sense. You ARE a canny Scot, aren't you?
The night several of us heavy athletes in kilts took over a cowboy bar is a story for another time.
