Thinking about it, why declare war at all?
Why not "declare peace" and then send white peace planes to bomb the US with crates of Scotch. With parachutes of course, along with sturdy packaging.
Once could only hope they return the favour. Instead of an exchange of nuclear arms, we could exchange drinks. Everybody winds up totally blottoed and has a good time.
