I have waited till now to see what this post was about
I must say i find it so much easier 'go' when kilted
most if the time i am wearing a UK so the rules of engagement may be different.
But when in a Trad kilt as i have been recently
I just toss the sporran to the side ,roll up the front apron , and pull back the inner apron and away it we go. i havent noticed any backslash.

The statement should read "virtually Sterile" as the urine of a healthy person is non-toxic to the person excreting it.
Urine contains organic compounds which will provide a breeding ground for bacteria and viruses. But when just excreted is harmless to the person excreting it. It was just in you without overt harm, so yes, it is Virtually Sterile.
But it is not bacteria that is the problem with urine splatter on clothing. Urine contains metabolic wastes such as urea, dissolved salts, and organic compounds.
Urea is toxic and can be irritating to skin and eyes. It can remove paint, corrode Stainless Steel, dissolve Linoleum and the adhesive used to glue it down, and pit and damage the glaze on tile as anyone who cleans restrooms can attest.
The Urea and the Nitrogen formed when Urea breakdown have been used for centuries as a bleaching agent for clothing.
It has been used as a Mordant, or stripper,for the processing of Wool in a process called Felling when preparing it for dying and to control shrinkage.
It is this bleaching of fabrics, and Wool in particular, that should worry every Kilt wearer. The splatter from using a urinal can permanently damage your Kilt.
In our modern age where most clothing is worn once and then washed it is not usually a problem. But on a Wool Kilt that may be washed 2 or 3 times a year the Urea and Ammonia in Urine can be a real problem

I will sit, when ever...except in one of them little blue buildings we so lovingly call a Pot-A-Potty. If urination, do it in the urinal and others, head to the store / McD / Burger King.

I always go for the lowest urinal around--that water is cold, you know. Deep, too.
Fact is, with the tendancy of a fluid like urine to follow the porcilein right down, aim low, stand back, and hold all the wool well up and away from the fray. (See The Wiz's excellent comments above.) As to sitting on public toilets, well, I try not to, unless it's really necessary.
Keeping a small stash of wet wipes is also a good idea. 
As for #2 . . . be very careful!
