The Elmira, Waverly and Binghamton NY (Chemung, Tioga and Broome Counties are the bottom counties in NY state) is referred to as the "Southern Tier" and NY route 17 (soon to be Interstate 86) is called the "Southern Tier Expressway" The TV stations cover NY and the top Pennsylvania counties (Tioga, Bradford and Susquehanna: the "Northern Tier"). They call it the NY and PA "Twin Tiers". So the folks who live in this area are very familiar with it being called the Twin Tiers.
My wife and I both grew up in Erie County, PA and we enjoyed coming up to the "Niagara Frontier". After we were married, we moved over 200 miles east in PA, southeast of Elmira NY. During a winter several years ago, our trip to the "Niagara Frontier, was quite an adventure, we were snowed-in at a hotel on Grand Island one weekend. We were to leave on Sunday, but the bridges were closed and we (and the hotel staff) couldn't leave till Monday afternoon when the bridges and NY Thruway was opened for traffic.
Presently we are thinking about coming up to the Niagara Celtic Heritage Festival and Highland Games in Olcott, NY, Sept 19-20. We'll see how it looks when Sept rolls around.

I grew up in Erie County too, and now I live in the other Erie County (or, for Niagara Frontier New Yorkers, the only Erie County ). Of course, the NF New Yorkers refer to Cattaraugus, Chautauqua, and Allegany as "the Southern Tier."
If you do make it up to Olcott, let us know. I'm planning on going myself, and we might be able to arrange for a small group of SOKS as well.
