The “unknown regiment” OC Richard refers to would appear to be the London Scottish or (if the picture is Canadian) the Toronto Scottish. They are the only regiments with plain kilts (in hodden grey), rather than tartan.

Estate Tartans?
It's been awhile since I've read about "estate tartans". Is that the pattern of the jackets? And the hose look light grey but shaded blue.

I think the patterned tweed jacket is simply a generic pattern, and not a tweed of an estate design, though the latter does in fact exist.
