Kilt Belt Sizing
Is kilt belt size the same as kilt waist size, or should the belt be larger.
e.g. 38 inch kilt, does that mean 38 inch belt, or do I need a larger belt??

I don't know if this will help, but I had a lot of trouble with my kilt belts. I have two of them. I purchased each one from a different company. The first was a large, which according to the sizing chart provided, should have fit me, I was just within the upper number of the size rangs. The belt was "too small". I ordered another from another company. This time I ordered XL. My size was again just within the afvertised size range, but this time on the lower end. Alas, this one turned out to be way too large. I wound up orering rivets, and drilling out the rivets which hold the inner buckle where you fasten the adusting strap, putting rivets in the holes left by removing the buckle and reattaching the buckle at a different location. This worked well, and I now have two belts which fit me.

Same thing dude... but 99% of the kilt belts that I've seen are all adjustable with the inner strap.

Are we talking about Dress or Day-wear belts here?
Those you speak of sound more like Dress belts, Jimmy, with large rectangular 'plate' buckles.
Day-wear belts are usually the simple strap type, around 2¼" wide, with large 'chunky' prong buckles.
I have always tried the belt around me before buying but I appreciate this is not possible if you are buying mail order or on line. In that case, I think I'd tell the retailer my waist size and take their advice explaining that it possibly has to be worn on a thick, woollen kilt. Better too long than too short!
