Here's an interesting offering on Ebay. It's an old photo of a couple of boy scouts, one in what looks to be a solid kilt:

It does look likle a solid colored kilt and not a canvas apron to cover the front like the military use to use.

It shows a scout on the right and a young soldier on the left wearing the full camouflage apron: which though called an apron went right round the kilt.
