2. does one have to wear the Hose? or are regular socks ok?

Not with a traditional tartan kilt

Regular socks look odd...hose look good

If you take a look at the pics on this site, you will mind that you can wear almost anything. If it looks good, it looks good!
Get someone's opinion that you trust, or ask here.
White shoes may not look the best, most tend to prefer hiking boots as footwear in general, though you can wear Tevas, leather sandals, military style boots, whatever looks good.
Hose are the same, wear what is comfortable.
It depends mostly on what look you are after, casual (I assume), or a more formal look.

I woul suggest wearing black or brown boots ( when not wearing brougues), depending on the belt and sporran you wear, but ultimately it is up to you. If you want to wear white shoes, go for it.

I wear adidas sambas and white socks all the time, especially when I'm out walking the dog or just not feeling like wearing hose and brogues (wingtips).
I'd definitely wear black shoes as opposed to white ones with a kilt (especially if your sporran is black), but wear what you want.

Your black high tops with a over the calf sock pushed down to top of your shoe might work for a casual look - just take a look at the pic on the forum and see what works for you.

Its been known to happen that white tennis shoes get worn with a kilt...but its out there...when I do it I feel like a football player from the knees down.
In fairness, this was a Fourth of July effort at Red White and Blue...
And this was a "Game Day" look.
Out on the fringe with Hawaiian shirt and flashes...say it ain't so...I went to work like this last year...really....yikes!!
Another effort with an Hawaiian shirt, trying to match the gray trim of the white tennis shoe to the gray in the shirt....right...
I think white tennies work well with denim kilts. For the record my girlfriend didn't like this combination at all...but it was the "red" sox...
Okay, found a pic of white tennies with a tartan kilt, the old Scot Skye pattern SportKilt.
So, hey, it can be done. May be kinda "different" or "wild" or even "ugly" but I'm a firm believer that progress comes from pushing the envelope and trying new things rather than seeking "the rules."
PLAY!

I've seen it. It's not me, but you may be able to pull it off with a solid color kilt and the right sporty accessories. I've seen a number of people wearing their kilts below their knees and high tops. Once again, I couldn't see myself wearing that because wool hose and hiking boots look so dang good. O'Neille
