I still recommend instruments from the Uilleann Pipeworks of Boston ( http://www.uilleannpipeworks.com ). They make a nice chanter from resin that sounds very nice, is well set up and should last your entire life as a piper. Their practice sets start around $700-800 (I forget the exact price).
I've played their instruments and heard them played by some of the best pipers I've ever met and continue to be impressed.
Additionally, they stand solidly behind their instruments. Can't ask for better than that. Also on the plus side is their "killah" wait time (less than 3 months for a practice set).
