Came across this on e-Bay, and am just passing it on. They could use a better photo showing the pleats. The maker apparently specializes in ren faire outfits.

Wonderfully Made is pleased to offer this great-looking casual kilt that can be worn not only for re-creation events but also for everyday. It has a traditional look due to the use of leather straps and buckles. Unlike similarly styled kilts, ours uses a heavy-duty Velcro system to allow this kilt to be adjusted at the waist up to 2"--perfect for those who fluctuate in weight. The kilt is made with two inner slash pockets (one pocket on each side) and a back rear hip pocket. The pockets are similar to a man’s dress slack. All pleats are sewn down, allowing the kilt to keep its great look after washing. Even with the leather straps the kilt is machine wash cold, tumble dry low or hang dry. Once about every 3-6 months (depending on how much you wash it) you will need to condition the leather straps by polishing them or applying mink oil. Standard length is 22"; rule of thumb for kilt length is that the bottom of the kilt should hit about the center of your kneecap.
