I do actually like the idea of this version of the strip. To sum up, a lot of people haven't actually found Garfield funny in many years. But if you take the cat out, what you get is a chronicle of a lonely guy who talks to himself a lot. A surprising proportion of the time, it ends up pretty funny.

Garfield is my favourite cartoon strip.

I think the joke here is that putting on a kilt is NOT wild and crazy, but Jon leads sucha sheltered life that he can't think of anything more exciting.
