Friends, I need your help
As some here may know, I work for the Dept of Corrections. I'm also a Piper, who is often asked to play for funerals for both our department and area Police departments.
My problem is that I only have a tuxedo jacket and frankly, I don't like the look of it for this type of function.
My Director has agreed to purchase me a uniform jacket and left me to design the details of it. I've been looking around for an Ike (Eisenhower) jacket that the Police use as a "Class A dress" as the one found here:

...but he wants 3 more "written estimates" than the one I just linked you to. The problem I'm running into is the color. I can find them in Navy Blue but Black is almost impossible to find. I've been looking around Google for hours and this Marlow White is the only one I've seen in Black as an available color.
If you happen to know of a US Based dealer/manufacturer that con provide me a written estimate for the jacket, here are the specs I need estimated and in writing (mailed to me, PM me for my address)...
Specifications:
* Single breasted jacket
* Material - common inner lining, outer layer Black Moulton or Worsted wool - material weight to be "medium or light" for all-season wear
* Police standard length (to Sam Browne belt)
* Epaulets - matching color wool but with gold piping or border
* Epaulet buttons - gold attachment buttons to match those on breast and pockets
* Badge tab, left breast
* Gold breast buttons - 4 with the emblem "P" on the face
* Gold breast pocket buttons - to match the 4 on breast
* Braided shoulder Cord - Gold to match piping or edging on epaulets
* Add 2 Patches - Sew on 2 shoulder patches provided by the Department

* Double breasted jacket
* Material - same as above
* Same length
* Epaulets - same as above
* Epaulet buttons - same as above
* Badge tap - left breast
* Gold Breast buttons - two vertical rows of 4 each row with emblem "P" on face
* NO breast Pockets
* Braided shoulder Cord - same as above
* Add 2 Patches - Sew on 2 shoulder patches provided by the Department
As I said, I need 3 written estimates delineated for the following:
* Cost of the jacket as specified above
* Cost of shipping and handling
* Total cost for the garment shipped
Any help you van give me is greatly appreciated.

Have you tried Military uniform shops? You may need to get a service member to check for you but you description sounds a lot like:
a. Officer/ Senior Enlisted Navy/ Coast Guard Dress Blue. We call it blue but it is black except in the most extreme light.
b. Army Class B [the green dress/ office uniform] which may have a blue/ black equivalent.
c. if the US services have something that close it is a good possibility that Can/ UK/ Aus/ NZ might have exactly what you need.

I'm sure you probably looked into this, but - does the DOC already have a Class I/dress uniform available, and does it include an Ike jacket?
The pictures I have of U.S. Border Patrol and U.S. Customs pipers have all of them wearing our standard Class I uniform, with the obvious exceptions (kilt, hose, sporran, glengarry instead of drill hat). The Ike is identical, although some have an "Honor Guard" patch above the standard shoulder patch.
The same applies for the local NY and PA police, sheriffs', and troopers' pipers that I've seen. They have all appeared to be wearing the standard jacket.
If that doesn't help, perhaps you could contact a police pipe band that wears the color jacket you need. Maybe they will tell you who their supplier is, or (best case scenario) they may have one your size lying around.

I only skimmed through them, but Albany and Cuyahoga look promising; and Camden County, Chicago, and Westchester (among others) wear black doublets.

You might also check out some of the horse and rider shops/sites. They often have a selection of "bum freezer" jackets. (on a horse, you don't want a standard length suite/sport jacket.

Tall order, but a worthy one.
These guys from Arizona Dept. of Corrections just wear their standard Ike Jacket with their kilts. Don't know what your PA uniform is, but thought you'd like to see the look

Guessing you might also check with any custom uniform tailors located near your closest military base main gate.
You might find the P buttons from a Civil War replica uniform manufacturer.
