    Why that is the "Sir Billi" tartan, c. 2006.

    From STA notes:
    After over 3 years of development, fund raising and unrelenting determination, independent producers and creators from Glasgow Animation Ltd, have joined forces with Sir Sean Connery to form 'Billi Productions Ltd', which will produce Connery's first ever voice over role for an animated short feature film. Entitled 'Sir Billi the Vet' and due for completion early next summer, the short feature stars Sir Sean Connery in the lead role, with Tony award winner Alan Cumming co-starring and musical score by Oscar nominated composer and fellow Scot Patrick Doyle. Other voiceovers are provided by high profile actors such as Miriam Margolyes. Richard Briers, Ruby Wax and more.
    Sascha and Tessa Hartmann, the Scottish based husband and wife team / co-creators from Glasgow Animation fought to bring 'Sir Billi the Vet', to life for years. What began, as an illustrated idea in black and white by Sascha Hartmann, has grown into a potentially very exciting animated property, which has been revealed with exclusive 'first look' imagery from the project.
    This tartan has been faithfully copied and interpreted from Sir Billi's trousers by Fiona Hall of Lochcarron's design department. created from Sir Billi's tartan overalls

    why connery being a Scot until the roots uses tartán that does not register like the one of its lineage?

    I know that there are certain rules for his use, but, in the case of " billis tartan" there is lack of no respect?, Or exist some licenses?

    Sir Sean is most often seen wearing a MacLean Hunting kilt, which is a family tartan (I believe his mother's). However, as to why he is wearing the "Sir Billi" tartan, did you not look at the description of the tartan I provided? He is heavily involved in the production of that film, including doing the voice of the main character.
