The counter doesn't count

The counter doesn't seem to work. I've posted three times in the last ten minutes and the counter hasn't moved! This is not the first time. I've encountered this problem three or four times in the past. I posted a question in the tech forum some weeks ago and it still isn't answered! What goes here?

The counter does not count posts in the "Off Topic" and "Celebration Zone" Forums. The last three posts were in the "Off Topic".
