They're nae traditional, but more popular in North America and particularly rentals than in the Highlands, it would seem from various postings and websites that I've been able to spot. Personally, I like them, have one, and have had no problems wearing it.
It seems that it's likely an attempt to imitate the end of the original great kilt (I won't attempt to spell the Gaelic here) or other plaids. Personally, since I like them, and living in an area where they're popular, I go for it, but only on occasions when I'm in a "starring role" so as not to distract from the true centre of attention.
