Who has Kerr tartans in stock?
I bought my first kilt in Seattle when i was on vacation earlier this year, its from utilikilt and its a brown original. I love it, i go to pubs with it, grocery stores etc
I was thinking about getting a second kilt, but this one maybe a tartan kilt, my closest clan is on my mothers side is from my grandmother, which is Kerr, its not a super-popular clan, but does anyone know of a website that keeps the tartan in stock? i already looked at a few, usakilts etc.

You could check out almost any of the forum vendors. Celtic Croft has the Kerr in several variations (Weathered, Muted, Modern, Ancient). I've been thinking about getting a phile baig in Kerr Ancient made out of Homespun to wear to Ren fairs.

I ordered my Kerr tartan kilt from J.Higgins (www.jhiggins.net) of Lenexa, Kansas. They told me when I ordered the kilt two years ago that they normally have the Kerr modern in stock. The ancient/muted, hunting, or other variations they may not keep in stock.

The tartan is readily available from several weavers and any kiltmaker will have no trouble getting a hold of some.

Are you meaning "in stock" as in the tartan would not have to be a special weave, or do you mean "in stock" as in the kilt is made up and ready to ship out?
Very few companies will have off-the-peg kilts available in a range of tartans, unless you are looking at inexpensive "pub style" kilts in PV or acrylic, or something of that nature. And the range of available tartans will be limited.
On the other hand, if you are looking for a traditional wool tartan kilt, those are typically made-to-measure and would be available in the tartan of your choice from any reputable kiltmaker. Most of the tartan mills in Scotland stock the Kerr tartan in a variety of weights and color options, so your kiltmaker should have no problem obtaining the tartan for your kilt without having to do a custom weave.

I should have been clear, i am not looking for anything formal, something inexpensive, and something that i wouldn't be afraid to get ruffled up / dirty. I like my utilikilt because i can wear it out partying and it's pretty rugged (almost canvas like!)
I want something a little more traditional, but still can take a beating and wont kill my wallet.

As others have said, choose your kiltmaker: they will be able to get the fabric in a range of weights and colors, and give good advice. Heavy (15-16 ounce) and medium (13 oz) are preferred for the ubiquitous 8 yard knife-pleat kilt; heavy for 4-6 yard kilts.
If you have not found it, try the tartan finder at Scotweb (link above) to see the color options and stock fabrics. There are modern, ancient, reproduction, muted, and weathered color palettes. USA Kilts has a nice tartan display on their site as well.

I'm sorry, i should have been more specific. I'm looking for a cheap, easy kilt that it's ok to get dirty, that will wash well. I'm thinking about entering some highland games for fun, so it will be outdoorsy.
I wont be wearing it in any formal sense.

I'm not aware of any kilt companies (including my own) that offers Kerr tartan in a lower priced fabric. There are loads of UNIVERSAL tartans which you can readily wear, but Kerr isn't one that's offered generally in the lower price point.
That being said, if you must have a Kerr tartan kilt, you can get a 5 yard wool kilt starting at about $300 from many different suppliers. Browse the sponsors here and you're bound to find a few. Just keep an eye out for what country they're based in for shipping and Customs considerations.

In that case, see Rocky's casual or semi-traditional kilts, or perhaps a Stillwater. The USAK semi-trad will dress up nicely; it is (literally) my Sunday go-to-meeting kilt, I wear it to church about 90 percent of the time. You might like the casual model for a games kilt, but both are eminently washable.
At USAK, all of the tartans marked with two asterisks are "universal." You might consider Caledonia or Celtic Nations (that's a nice one, Rocky) for a red-oriented tartan; Holyrood or Isle of Skye for a quieter effect; or one of the "heritage" tartans.
