They all look more like they have on their mommies' skirts. Was this a police-kilt-check or a kilt-police-check? I don't see any flashes, unless.....

It was a kilt check by the police. There are some other oddities which are apparent when you see the movie.

One's a MacDonald
I see one of them is wearing a MacDonald tartan, of course he gets stopped by the police. I have never been inspected wearing my MacDonald kilt, but I don't wear that low either...
