Not a kilt book, but
The book is "How to Make Men's Clothes", by: Jane Rhinehart. It is a great HOW TO book for men's clothes, up to and including formal men's coats. This is a great find and a great help for making Most men's clothes. And, No, she does not mention kilts, but, the rest of the wardrobe, absolutely.

Would this be for advanced sewers or beginners alike?

It is aimed at advanced sewers I think, though there is a lot of very good info for the beginner. It approaches the sewing of men's clothing form the tailor's point of view. I am afraid that I had a leg up using it as I used to do historic clothing professionally. I would recommend it to anyone looking to make men's clothing in a serious manner.
