Where is this portrait?

Looking for the portrait in the background of this image. It is said to show Sir Francis Grant by Sir John Watson Gordon but my Grant contact doubts the attribution. I'd ask the piper - Thom Moore‏ @HappyBagpiper but I don't do Twitter and can't find any other contact details.

I'd be very interested to know where the picture was taken.
