I'm hoping that someone could just give me a rough measure for the length of the leather straps (belt and buckles) that are on the end of your (Adult-sized) kilt chains.

The three straps I made for my sporrans were measured around my upper hips (where the top of jeans would lie) and I added one inch of extra material. That length included the clips at the end of the chain-strap. The weight of the sporran (and contents) feels right with my kilt. I hope this helps.
They should be a length proportional to the length they will need to be according to the waist size of the person.
Ideally, the chain portion should go from the sporran to the middle of each side of the person, around the point where the front apron ends on each side, to 3 o'clock and 9 o'clock as it were.
The leather portion needs to be long enough to give a bit of adjustment leeway, but not so long that a long portion of unneeded strap length is flopping around back there.
In other words it's not one size fits all.

Agree with OCR about the chains (be sure there are no snags on the links) and the Leather piece needs to fill the gap at the back. Actually, my leather piece is nearly twice the gap and has a metal rectangular "ring" to hold the loose end of the strap, so it's adjustable by about 8 inches (I'm relatively thin). I also made a leather sheath to slide over the buckle, so the hasp doesn't snag my cloth car seats.
I did not clarify my length-measurement statement. The length of strap or chain should include the sporran width(where it hooks to the strap-chain). I still use the circumference of my body above the hips and the extra inch for the clips.
OCR is correct that each person will have different measurements.
