The Inverness cape predated William Sherlock Scott Holmes's first appearance in literature, and it has outlasted Arthur Conan Doyle's death.

Clarification
Begging the pardons of the members, but the search initiated here is for individuals WHO custom-make Inverness capes, rather than companies THAT do. That explains the request for DMs, direct messages.
For such individuals can devote time, energy, and resources to custom-make Inverness capes as desired, and are likelier to be more flexible with payment arrangements. One company specified, Kinloch Anderson, undoubtedly does decent work on such garments, but its Inverness capes cannot be specifically customized to individual wearers, to the extent of personal knowledge.
This user apologizes for any confusion that might have resulted.

OK, you have definitely peaked my interest.
May I ask please -
Saying things like "specifically customized to individual wearers" usually denotes that you want a specific fabric or details not usually available?
Saying things like "more flexible payment arrangements" usually implies some sort of installment or time payments.
As a custom maker I would be interested in your ideas.

Confirmation
The statements about Inverness capes that have PIQUED (not peaked) the interest of Steve Ashton, which refer to specific customizations to individual wearers and increased flexibility in payment arrangements, do imply what they each say.
The specific customizations of the Inverness capes to their individual wearers ARE intended to honor requests for details, and/or specific fabrics, that are not usually available with Inverness capes, exactly as Mr. Ashton has guessed. (Such details may include the completed garment having a Napoleonic standing collar and a capelet that, if it could be opened flat, would then cover a full three hundred and sixty (360) degrees, completely lack shoulder seams, and extend, in length from the collar, beyond the hands of the wearer, covering such hands completely; according measurements could be provided. They could also include usage of poly-cotton work twill or, better still, rainwear poplin for the outer layer, whose color would be solid black, and machine-washable satin, in brilliant red coloration, for the lining.)
The increased flexibility in payment arrangements IS intended to allow for hire-and-purchase installments and timing of payments, also as Mr. Ashton has guessed. These hire-and-purchase installment plans for payments and timings of payments consider that some people who seek to obtain Inverness capes are subsisting on incomes that are limited and/or under some form of legal fixation, largely preventing the expenditures of more than rather small sums of money. Such income limitation and fixation is the situation of this forum user.
This promises to be a rich subject for discussion in the weeks ahead.

So, if I read correctly it is your intent to contract with someone to make these to you and your customers specifications which you would then sell or hire out?

Plans
The search is for makers OF Inverness capes from whom one such Inverness cape could BE commissioned and bought, and whose work could then be recommended to others wanting such a garment.

So in plain English...
You’re looking for a tailor that is experienced in historical costuming?
Try the staff at Colonial Williamsburg or other associated venues and societies.

Links sought
Lady Grey notes that a tailor experienced in historical costuming is what is being sought here, and recommends the staff at Colonial Williamsburg or other associated venues and societies.
Links TO such venues and societies will be of tremendous help along such lines.

Seems you're drawing a blank here, however 5 seconds of research (google search) revealed this site https://www.westcoastkilts.com/produ...and-otherwise/
Looks like they make custom Inverness capes.
