    It looks like a replica of a Pictish penannular brooch. There might be a replica for sale on etsy or somewhere similar. It might be similar to this one. https://en.wikipedia.org/wiki/Rogart_Brooch

    The closest uniform I know of is of the Irish Air Corps Pipe Band



    And Irish Defence Forces Pipe Bands





    (Note we're seeing three styles of jacket and three styles of headdress, I don't know how many Pipe Bands the Irish miltary has, or what their specific uniforms are.)

    Those are HUGE penannular brooches! Twice the size of what I usually see.

    I have tried multiple times to reach out and contact anyone from the bands to no avail, obviously massed produced but, for some reason the power of the universe doesn't want to let me in on the secret whereabouts of the maker/seller of this fine item just yet lol But thank you so much for your time and posted response to my post, it really makes this site a fun and knowledgeable place for information.
