joining the clan
so many people have posted that there are no kilt police and i know this. but i guess im just not that type of girl (im more of the large hairy Y chromosome girl) and those people where told if it means that much to them then write a letter to the clan chief asking for permission to wear the tartan. so how do i go about swearing loyalty to a clan without a chieftain

so then ive got a super common tartan that has no clan with it ... guess i should find a good clan join it ... and hope its not as bright a tartan

Dow is often quoted as a sept of Davidson, which has a chief: Alexander Davidson of Davidson, who lives in New Zealand. If you feel it important to identify with a Chief as much as his clan, then I suppose you should join the Clan Davidson Society.
Oh yes. The Davidson tartan is quite handsome, and not nearly as bright as Buchanan.

always wondered if there was a relationship between Dow and Downes/Downs... (and Downes itself is a hard one to nail down, being claimed as English, despite it being majority in Wales and Ireland...)

Gilmore is correct in his statement and is following Scots custom. If you search the Standing Council of Scottish Chief's web site, you should find no reference to a Chief of the Clan Young. However, the following article from electricscotland.com does shed some light on Clan Young's status with the Lyon Court:

Many Scottish clans do not have a chief at present, yet this should not deminish the work of their clan societies; witness the Buchanan Society, one of the oldest clan societies (founded in the early 19th century in Scotland).

That is my point Todd.
The Lord Lyon granted Clan Young the 'permission' to re-convene, thus there is a Clan Young, even though there is still no chief pending the administrative periods estipulated in order to find a rightful Chief.
So, based on Gilmore's statement (no chief no clan), someone forgot to mention that to the Lord Lyion and the Clan Young members (myself included), as there obviously is a Clan Young, even without a Chief (at the moment)
That is all.

Now there you go. The very article you point to confirms that the Lord Lyon acknowledges the EXISTANCE of a clan with no chief.
"On May 16, 1989 Malcolm R. Innes of Edingight, CVO, WS Lord Lyon King of Arms Scotland, confirmed the right for Clan Young to have a Crest Badge for all members of Clan Young...."
