Rolling this over in my mind, I wonder if an inner belt like what is used on a gunbelt would be of any help? The sort of thing I'm thinking of is used to secure a heavy belt with pistol, magazines, etc., so it should certainly hold up anything short of a lead-lined kilt. It has an inner belt with the outer surface made of Velcro (tm), and a ring of the opposing Velco surface stitched to the inner waist of the heavy belt (or, in this case, kilt), and putting them on and taking them off is a simple matter of pressing them into place. Just an idea, if someone wants to run with it.
