I would bet dollars to doughnuts that is the Sword of Light Pipe Band of the International Brotherhood of Electrical Workers (I.B.E.W.):

My father was an I.B.E.W. for many years; I wrote the band once asking about purchasing a patch for him, but never received a reply.

I think you are correct, Todd. I'm an Agent with the National Labor Relations Board (NLRB) here in downtown Cincinnati, and deal with many different Locals of the IBEW (amongst many other local unions) across Southern Ohio, Southeastern Indiana, Northern Kentucky, and parts of West Virginia. I have seen the same pipe band at the annual Cincinnati St. Patrick's Day Parade.
