    Actually, the caption on the photo identifies it as 1995, not 1955.

    They appear to be a irish band, as their kilts are solid coloured.

    Yes an "Irish" pipe band, it appears.

    Wow they didn't feel like dressing up much for the parade, did they? Shirtsleeves and no neckties. Most bands in 1995 (or today) would wear neckties and jackets or waistcoats.
