I'm sorry I can't make it down to Raleigh tomorrow, but other duties call.
Hem your kilt yourself! All you need to do is pick a line in the tartan that is in the right place for the fold-over, use a warm iron to set a crease at that point all the way around, working a few inches at a time. Then just stitch it down. It's really not that hard...it'll take you a couple of hours tops. Don't be afraid to try something new if it means that you'll feel better about your appearance at an all-day event.
