Basically, unless you are wearing the kilt as part of a uniform, there are no regulations about the placement of the pin.
Basically, put it in the general region of the lower corner of the outer apron. Then just eyeball it to where it looks best based on the tartan.
Mine tend to be a few inches up from the botton and a couple from the side, adjusted based on the tartan.

Newbie here, first post.
Why pin only through the front apron? I always thought the pin was to hold the front apron in alignment with the rest of the kilt. I've been pinning mine through to the second layer for 12 years. Didn't know I was doing it wrong.

If you pin through both layers, the movement of the kilt will be effected. You want the kilt to move as you do! When sitting, walking, running, whatever, the kilt must move with you!
That's the quick answer.

Oh and 
This and if you do get a great gust of wind there will be less chance of tearing as the aprons seperate. Pin only through the front apron, you are using the weight to keep the apron down.

Welcome aboard.That is a very wise piece of advice about only putting your kilt pin through the top apron of your kilt.
