I'm unsure, I dont think I'd wear it in place of a regular 'walking kilt' or pants, but I cant say I'm against the idea either. I often enough go out in a full length leather longcoat, which leaves only my boots showing and the look isnt to differant from that.
Practicality wise, it has possable strengths, like you say, in the cold and wind, but I dont think it'd be all that mobile. I'm sure it wont restrict leg movement any, but with it being so long, it'll have the same problem as my longcoat, the hem will be stood on when I walk up steps. I dont think it'd look all that manly to have to hitch your kilt up before you tackle a staircase.
To be absolutle fair, I think that kilt does look good, its the cardigan that spoils the outfit.
