Not a kilt belt per se, but belts that I wear with my kilts often have a velcro adjustment. It's a pretty standard way to make modern sort of nylon 'tactical' belts for military uniforms. It's a bit bulkier on the return, where the belt loops back on itself but over all it's very comfortable.
