I wouldn't worry about the English. Americans usually do very poorly with it.
You express yourself quite well. In the inner city the breezes around tall buildings can raise many a skirt, however a knife pleated kilt with a lined under apron and a kilt pin do fine in a good wind.

Yes, the reverse pleat is a problem for many. I stitched mine.
The weights on the hem are a good idea and have been used by many.
