No, inactive accounts remain.
A quick explanation might be in order here.
There are several messages that are displayed, each unique to a particular situation.
Un-registered guests and members not logged in will see the message welcoming them to the forum and inviting them to register. Once a guest has registered, or a member has logged in, the message disappears.
Registered members that have not yet confirmed their e-mail address will see a message reminding them of why they cannot post. This message will also provide a link to get a fresh set of account activation codes e-mailed to them. Once they confirm their e-mail address, this message disappears.
New members that have completed the registration process will see a message inviting them to post an introduction. Once they have submitted their first post, this message disappears.
Members who have not posted in 30 days will see a message reminding them it has been a while since they last posted. Once they submit a post, this message disappears.
The moderators of the forum are seeing a message designed specifically for them. One I suppose they are wishing would go away, unless I miss my guess.
