Yes Frank it is, that would be my one complaint about this kilt.

The piper at my wedding wore Black Stewart. I always thought it was a fine looking tartan. Nice look McMurdo.

Given the nature of the material, I think the fringe on the bottom is a great idea. The weaver in my living history group explained to me why the material can't be properly selvedged. I don't remember the details, as I'm not a weaver and it only half way made sense to me, but given the alternative- to hem it- I think the fringing is a great idea.

Marton actually has some looms that will make a very presentable selvedge with the poly-viscose. I got lucky, my first 2 USAKs had the selvedge, and I didn't know there was an alternative.
Rocky has said that when he orders a custom weave, he always specifies the selvedge. When he orders a bolt of stock tartan, it may come either way.
