As far as "Will the general public recognize it as a kilt without one?" question...
Yes. The general public has no problem recognizing kilts. For example, my first few kilts were Utilikilts (which don't really go with a sporran) and the general public seems to have no problem figuring out that it's a kilt; and as contemporary kilts they are the most likely to be mistaken as skirts.
Personally, I don't think you need a sporran. Yes, you need something to carry your stuff. That's why I like the idea of contemporary kilts; they're easy and come with pockets.

I pretty much always wear a sporran (except in my house), but then, I don't have any contemporary (kilt-with-pockets-style) kilts (yet). All of my contemporary style kilts (2 AK's and an Alphakilt) have pockets, but they're not big enough for much.
In addition, I like having the sporran there to prevent (or at least reduce) the prevalence of Marilyn Monroe moments.

I don't sweat the general public or their take on my kilt too much, I wouldn't recommend letting it drive your boat. I always wear a belt when I leave the house, and 99% of the time I have a sporran for my stuff. Tee shirt and boots or Argyle, waistcoat, and proper hose, function drives the fasion.

I've worn a sporran without the kilt, rather trousers. In fact, I owned and wore a sporran before a kilt. Just kind of off to the side and not in front like with a kilt.
And now you know the rest of the sporran.
Good day.

Don't wear your kilt for others. Wear your kilt for yourself.

I normally wear my sporran when going out except under a couple of conditions:
1. When I am out hiking, as I usually stash all of my stuff in my CamelBack pack, and
2. When I am in my classroom. I wear it to school but take it off and put it on my desk. I found that it banged into students as I walked around.

Hey, I love losing the sporran and wearing a short jacket or vest in lieu of a sporran. Much more comfortable. Never had a hassle, even a comment, when sporranless. I like it because it also shows a LOT more of the tartan.

Got the idea from Ham, who's style judgment I highly respect.

Good day.
Gee I thought i was the only person who got the sporran before the kilt....
and I wore it the same way as you. Mostly to Renfests.
and as to wearing the Kilt With or without...since my only kilt (for Now) is a Standard UK it depends on if i remember to take the Sporran or not.
