Save your money for sure. Like Barb says, the kiltmakers will help you....IF you deal directly with a kiltmaker instead of with a middle man.
I've also found it is cheaper to deal direct with a kiltmaker than it is to order through a middleman who forwards the order on to a nameless/faceless kiltmaker somewhere. No middleman profit to pay. Also, usually no errors or delays working directly with a kiltmaker.
Not sure why no one has mentioned USA Kilts or Utilikilts as options too. Check them out.
And use the search feature on this board and look up Mexico. There've been a number of posts about wearing kilts in Mexico and I don't think you're the first person from Mexico to be active on the board. Maybe a D.F. kilt night!?

Beedee has already given the link to Barb's book, which is the guide to making a traditional kilt.
You could try to contact La Banda de Gaitas del Batallón de San Patricio, which is in Mexico City. They might tell you where they acquired their kilts.

Keep in mind the exchange rate for the peso to the dollar. It fluctuates, but is usually 1:10. Typically 10 pesos for 1 dollar. As he stated, that would make most anything outside of Mexico out of reach. Having lived in Mexico for 2 years, I have a pretty good understanding of how that can be a problem.

The thing you must keep in mind is that the Kiltmaker's labor charge is usually only a small part of the cost of the Kilt.
On average, Kiltmakers like myself, Barb, Matt, and others, charge in the range of $250.00 to $350.00 US for our labor.
The rest of the cost of the Kilt is in the fabric. And as there are relatively few good Kilt wool weaving mills, and we all buy from the same ones, our prices are comparable.
Be wary of a shop offering Kilts for ridiculously lower prices or prices any higher.

An enterprising person could open a mill and a kilt shop south of the border, to exploit the cheap labor. Couldn't be any worse than the Pakistani dreck.

3,500 pesos is reachable, but in example, a 350 USD kilt are 4,752 pesos (in this moment is cheap) a little bit expensive but reachable, by a very weird reason is cheaper buy from Canada than US.
And now seeing the average of the prices of this experts (kiltmakers) I see i was dealing with some really expensive kiltmakers, which maybe in a future but hopefully in a few months I will contact these experts (kiltmakers) with reachable prices, can not wait until this happen

I am sure there is a way to get him kilted.... there is always a way... I, personally would check with the San Patricio Drum and Pipe Group... if they get their kilts shipped in, or made locally... you never know... I have learned one thing.. never judge a book by its cover... ask, and you might find out something , you did not expect... and all is well...
