I'm assuming that because you posted in Kilt Accessories rather than the Traditional or Historic threads you mean what one would wear today. I know that Hunter boots are from Scotland. Personally I would find any waterproof hiking boot that is sturdy and wear it with hose that matches my kilt. If it is cold enough pull up the hose, otherwise I would scrunch it down around the ankles.
