I disagree slightly, only because Ayin appears to be talking about wearing a Halloween costume to a traditional cultural event, such as Oktoberfest or Highland Games. If one were to wear this outfit to a Halloween party or Mardi Gras, I don't think it's in the same context as those occasions.

I went back to by post and edited it to finish my thought.
Actually thinking about it further, I think it would be quite amusing for me to wear one of those "Scotsmen" outfits as a Halloween costume to by kid's school.
Can you picture it?
Teacher: What the heck are you wearing?
Me: It's a Scotsman outfit
Teacher: Well it looks stupid and nothing like your real kilt and stuff
Me: I know
Teacher: Why are you wearing it?
Me: It's my Halloween Costume. I'm going as a stereotypical Scotsman.
Teacher: Huh?
Me: Hey it's Halloween! Is there anything more scary than gross stereotypes? Now if you'll excuse me I have to go borrow money, get drunk, and then see to the warp engines because they cannae take much more. Also as ye can ken Im ma dour old fella an I really na want to talk to ya na more.
