I notice everyone your list, I think, is Scottish. But you used the word "Celtic" and I'll stick to that.
It's a tough question, my favourite Celtic musicians... but here goes:
1) Jerry Holland (RIP, Cape Breton fiddler/composer)
2) Gordon Walker (Highland piper)
3) Kevin Burke (Irish fiddler)
4) Matt Molloy (Irish fluteplayer)
5) Paddy Keenan (uilleann piper)
(The above are based on their solo playing, as you asked for artists, not bands.)
Top Celtic album... boy that's tough too. So difficult that I'll list five!
1) Master Cape Breton Fiddler (Jerry Holland)
2) Out Of The Wind Into The Sun (The Bothy Band)
3) Kentigern (Kentigern, the short-lived Scottish band)
4) World Pipe Band Championships 1994
5) a' sireadh spors (Dr Angus MacDonald, Highland piper)

I'll have to stick with Flower Of Scotland... so nice when sung at football and rugby matches.
