Only in the US is the kilt exclusively civilian wear, and even then there are exceptions made in the case of military pipe bands.

True. I was coming from a US military point of view...but your examples are why I said "generally" 
I would LOVE to see the US military adopt a kilt option uniform or a dress uniform option. Maybe I'll write a point paper on the topic to the Navy (since that is my current service) uniform board
