Tapering the apron on a knife-pleated kilt is the same as tapering the apron on a box-pleated kilt. Each side is taken from the hip up to waist. Make sure you do the flare from the hip down to the selvedge. In all, it should be slightly trapezoid in shape.
If you taper each side of the apron, say, 1 1/2" that leaves 3" inches remaining to be tapered in the pleats. I don't know how many pleats you have, but if you have 21 this would be about 0.14" per pleat. Pretty small. You could probably just eyeball it.
