find the single button eton jacket..SINGLE BUTTON ETON, not the three-button $35...
white dress shirt is about $10
get studs and cuff links....about $4
black bow tie is $3.00
go to ebay and get one of the cheapo rabbit fur sporrans for about $35
get woolrich off-white kilt hose off of ebay
and you're set. you'll have spent more than $50, more like right about $100

If you want a daywear sporran so that you will get more use out of it once Burns night is over why not check out this offering from Stillwater kilts:

I can not tell you what the quality is like as I dont have one of these, but I saw the price and thought I would pass it along.

Thanks for that jacket link Alan,
Do you have one? They only show one pic of a lady. Fabric is 100% polyester. I'm wondering how you think that looks up against 16 oz wool kilt? Or would it be better to wear with a PV kilt?
Guessing these are sold for wait staff in the food service industry...do they have that "waiter" look?
Thanks for your advice,
Ron

Hamilton Dry Goods has some great looking socks for only $8. They are perfect if you want off-white. I took the two pair of off-white I had an dyed them brown and black. The brown turned out better than the black (looks more like charcoal) but I didn't follow the instructions to a 'T'.
Here's a bad pic of the brown ones around my 18" calf. They stay up without garters and flashes without cutting the blood off to my feet. And a neat side effect of dying these, the out side ribs have a darker tone than the inside so when I roll the cuff over I have a different tone on the cuff than the rest of the legg.

I would suggest contacting a local formal rental shop and see about renting an Eton jacket (also sometimes known as a Captain's jacket), waistcoat, formal shirt and black tie.
I'm with Todd; if you only go Black Tie once a year, rent (if there's a kilt rental nearby, you can even get a PC). Why buy a formal anything that'll do nothing more for you than gather dust in the back of your closet 364 days a year?

This is all good info. Many thanks. No clue where a Burn's Night in my area is, but if there was one, I'd love to attend. And being poor... This is all good info.
Not so sure how nice I'd look though. I'd probably be better off in some highland type leather vest, a Jacobite type shirt with a lace cravit thingy, and, er, whatever else would work. Something tells me I wouldn't look right in a suit jacket.
