True Story, I SWEAR it....
This happened a couple of years ago, when I was working in Academic Computing, in one of the Uni. Library buildings...
Between the two buildings was a coffee kiosk. It's right on the main bicycle route between the south dorms and the main part of campus so it got a LOT of traffic. One blustery and cold February day I was standing in line for my cuppa, and there were two young coeds in front of me, probably freshmen. The one immediately in front of me was clearly nonplussed by the big guy in the skirt right behind her, but her girlfriend was not. The less "concerned" one finally turned to me and said...
"Sir"...
I hate it when young women call me "Sir", BTW...
"aren't you cold?"
So I leaned down until our faces were about a foot apart, my face about six inches from her nonplussed girlfriends ear, and in a stage whisper, I said...
No, honey. I've got a heater under there.

In Germany this could lead to funny looks, if the person is not familiar with the term.
The german word "Hose" means trousers.

I hit Walmart about the same time as the little old ladies - enjoy the ride or beware. Most are very nice and fun to talk to, twice now I have been checked without permission followed by school girl giggles - what do you do? - I join in.
Some of the grannies medicate before ventureing out at ten AM.

I've learned that whether or not I go regimental should always be a question of what sort of crowd I expect to find myself amongst. The younger and/or drunker the crowd, the more likely I am to wear boxers under my kilt.
One thing to be aware of is that it's not always females one has to watch out for. At the sloppy, drunken after-party of a wedding, one of my best guy friends lifted the front out my kilt, not just for a peek, but up to my neck and me struggling to push it back down. He did this for the benefit of HIS OWN GIRLFRIEND but half of the bar enjoyed the "spoils" 
I've never, however, had a girl as bold as the the one in OP who planted a kiss. I'm pretty sure my black belt girlfriend would flatten such a girl forthwith.

I agree with CMcG. Got to know when to say when so to speak. Know the crowd you're going to be around. I went to the local pub last Saturday night to hear a band I hadn't heard in years and decided to go kilted for the manager and staff. Knowing there would be ample drinking I chose to wear underwear for the occasion. Sure enough was checked by 2 different ladies, one of them more than 1 try. They had a good time but I didn't show the whole place up. Laughed and went on my way. I knew the crowd I would be dealing with.
