Men,
It's when the lasses STOP kilt checking that you have to be worried about.

Metal note taken.
I know there are certain gatherings I'd go to and expect some kilt lifting.
Anywhere large amounts of alcohol are being consumed being a given, I'd think.
Admittedly, I am a big fan of the glute check....pants or kilted once I've had more than my share of adult beverages.
Sorry in advance.
Personally, I simply don't have enough class to be offended by the rare times when my **** catches a swat. If I were ever checked... well, I can't imagine that it would bother me much either. I've done far worse to myself, all by myself... and all too often, alcohol was never a factor.
(There's a reason I don't go out too much

Best post I've read in response to the OP.

It doesn't matter one whit if a person has their kilt/skirt lifted, or is groped, in a church, a school, at a concert or at a Ren Faire. Sexual assault is sexual assault and I can't believe it is being condoned here.
Your idea of sexual assult and mine must be different.
Sexual assult to me is a forceable deal, not a quick pat on the ****. I don't put a pat on the **** or a boob brush by or someone lifting some pleats as sexual assult. Sorry, I just don't. Our "polite society" has gotten far too thin skinned at what is called abuse these days.
Yes, women get **** grabbed a boob brush or poke, etc, etc, etc all the time. Concerts, subways, trains, buses, elevators, crowded anywhere. Yup, happens all of the time.
Then there's the guys that do it on the sly. Had a dude at church that always had his hands too low while hugging, another would always go for a hug, and do a double boob pass on the way 'round. Both older guys, both prolly thought they were being slick and no one noticed.
There are certain places that it's more prone to happen by drunken merimakers, no harm meant, therefore it shouldn't be made an international incident, IMO.
The places I am speaking of where it's "OK"...ok being a VERY broad term, are not business/professional, G rated places. Generally there is other adult oriented behavior going on.
Skirted or kilted, I'd wear underwear at a concert. If I was a guy and kilted....not sure that I would, though. I'd prolly figure that any lass wanting to see what was under....well, wouldn't want to disappoint the ladies, now would ya?

As it is in so many things, I think that intent has a lot to do with it.
....that and whether you think that the "patt-er" is someone that you might find interesting or if he/she is a perv that you would have nothing to do with.
