    I see the double red (pin) stripe is off center which makes the sett larger than it would appear at first glance.

    Ah, got it. That's because it's not a pivot, merely part of the sett and therefore such a stripe will always appear off centre to one or other pivot. Other than being part of the sett, it has nothing to do per se with the size or the repeat.
