My guess, and it's only a guess, is that they hook to the two ribbon loops that should be inside the waistband of a tank.

BTW the cuffs that Scotchmaster and others receive with jabot sets from FlamingoKilts.biz are not elasticized, rather they have a band that opens/closes with Velcro. The band can be pinned to either your dress shirt cuffs, if you're wearing a shirt, or to the inside of doublet sleeves. This is a common construction among commercial jabot sets, not just our way of doing things.

Doesn't the elastic show when you extend your arm? Not criticizing, just curious.
