Sounds to me like he trying to take the pi**. It's like he's try to say that he believes that wearing a kilt is cross-dressing and tantamount to shaving his legs and wearing pantyhose, but just doesn't want to come out and say it straight to your face.
On another note, as an avid scuba diver, I found that having shaved legs made tight wetsuits much more comfortable -- and easier to put on... But since I started wearing kilts I've stopped shaving altogether and just put up with it... It looks much more natural IMO to wear a kilt with my legs as they are...
